Recall is a procedure that allows citizens to remove and replace a public official before the end of a term of office and hold a recall election. A recall election provides a way for citizens to retain control over elected officials who are not representing their best interests, or who are unresponsive or incompetent.
In New Jersey, time for gathering signatures is 160 days, and the signature requirement is 25% of the registered voters (18,464 signatures in Toms River). The recall election in Toms River will take place after the recall election official, the Toms River Clerk, determines that sufficient signatures have been collected and verified, as well as after any contests to the Clerk's certification and in accordance with NJSA 19:27A-13. A special election has been requested because upon successful certification of the signatures, the Committee to Recall Daniel Rodrick decided that the Recall Election could not wait until November, 2026 - it must happen quickly. The estimated cost of the recall election as stated by the Toms River Municipal Clerk is $227,186.03. All election costs are paid by Toms River Township, as with any elections.
Only Toms River Township registered voters can sign the petition for recall. Those who reside in the zip codes of 08757 and 08759 are NOT Toms River Township Voters.

Remember to print your name, address as clear and legible as possible - remember third grade penmenship tests.
No one will see the signatures but the circulator. This information will not be used for any political activity by the Recall Committee, despite any claims that the Mayor might make. All signature pages will remain in a locked undisclosed location until all 18,464 signatures have been gathered. Once the petition is submitted to the Toms River Municipal Clerk, it does become part of the public record and is subject to the Open Public Records Act (OPRA), though some personal information will be redacted.
The Committee to Recall Daniel Rodrick has been established in accordance with State Law with the New Jersey Election Law Enforcement Commission and every donation over $200 to this Committee is reportable. No Township or Public Funds are being utilized to support the Recall of Daniel Rodrick, however the Special Election will be paid for by Toms River Township, as all elections are paid by government. Toms River Residents Uniting Everyone (TRRUE), a Continuing Political Committee (CPC) is working with the Committee to Recall Daniel Rodrick and will from time to time assist with fundraising and expenses, in accordance with their guidelines.

NO. Petition circulators are NOT solicitors. They are protected under the US Constitution which guarantees the right to petition the government for redress or grievances. In addition, the 1st Amendment protests political speech and is one of the ten (10) amendments that constitute the Bill of Rights.
Each circulator MUST be at least 18 years of age, a US Citizen and a New Jersey Resident. A circulator does NOT have to be a Toms River Resident, but every signature MUST be that of a Toms River Registered Voter.
No, the Council DOES NOT appoint a new mayor. Upon successfully completing the petition, it will be submitted to the township clerk to be certified. This process is expected to happen on or before January 25, 2026. Legally, there is a 10 day certification period in which all signatures must be verified as legible and legitimate. Once officially certified and any protests are satisifed, the Municipal Clerk will order a Special Election, as requested.
There will also be a question regarding the candidate(s) for mayor ON THE SAME BALLOT. So, essentially, Daniel Rodrick would be a “lame duck” until the Special Election and this time would be used to campaign for the mayor’s replacement. Daniel Rodrick may decide to have his name on the ballot and may also decide to resign. We anticipate his ego is so big, he will not resign and will campaign and have his name placed on the ballot to replace himself; yes. The people of Toms River must unite and vote together for the recall and the same candidate. We cannot afford to split the vote. We cannot let a bloc vote or campaign rhetoric allow Daniel Rodrick to win a Recall Election - WE THE PEOPLE OF TOMS RIVER MUST VOTE - ALL OF US!
